Job Description
  • Provide Quality discipline input to the Project Organization Plan and manage staffing of Quality personnel for the Project Team (PT) Develop quality plans, programs, procedures and tools to manage quality across project
  • Interface with other disciplines and provide Quality input to project plans
  • Act as Quality Assurance Coordinator (QAC) while none is assigned to project
  • Provide direction, guidance and resources to QACs
  • Provide advice to Project Management on quality issues and support effort to resolve them
  • Manage the oversight of Contractors’ quality-related activities and deliverables
  • Provide feedback on quality-related issues and metrics to the Project Quality function
Tasks and Responsibilities
  • Promote Quality awareness throughout the project
  • Prepare and maintain Project Quality Plan, Surveillance Programs and other quality procedures and tools and ensure their successful implementation across the project
  • Interface and coordinate work activities between Quality and other disciplines
  • Ensure project-specific indoctrination and general training for Quality personnel is conducted and provide quality-related training for PT as required
  • Provide direction, guidance and resources to QACs
  • Provide oversight of Contractors’ implementation of their Quality program and compliance with project requirements:
    • Ensure appropriate quality and quantity of Contractor’s Quality staff assigned to the project- Confirm adequacy of Contractors’ plans, procedures, processes and documents
    • Ensure appropriate PT review and approval of Contractor’s and Suppliers’ quality deliverables (e.g., plans, Criticality Ratings, Inspection and Test Plans)
    • Ensure appropriate PT and functional review of deviations to equipment and materials
    • Ensure audits of Contractors, Suppliers and PT are scheduled and conducted; lead PT audits and participate in Contractor audits as appropriate Steward audit findings to resolution and closure in a timely manner
  • Coordinate Quality management activities to ensure consistency, effectiveness across the Project
  • Maintain ongoing communication with Quality Coordinators (i.e., QACs, PQCs, SQCs)
  • Manage resolution of quality issues and monitor quality performance
  • Coordinate and report Project quality metrics to PT and Project Quality function
  • Interface with Start-up / Operations to ensure clear understanding of project quality and participate in turnover as appropriate
  • Maintain interface communication with Project Quality function and support functional initiatives and tool building efforts as needed
Skills and Qualifications
  • Experience executing project construction or quality assurance/control of engineering, procurement, and construction activities
  • Technical training or high school diploma
  • Technical discipline certifications commensurate with work experience
  • Willing and able to business travel (domestic/overseas) to project sites to provide various levels of support
  • Past Project Quality Manager Owner/Operator experience on major capital project
  • Experience in quality assurance/control of field construction and completions activities
  • Technical training or high school diploma

Job Description
  • Lead Site Safety
  • Lead company site team (as assigned) for completion of construction activities in accordance with project objectives, priorities, and contract specifications
  • Serve as member of the Project Team (PT) when project assigned
  • Oversee the execution of fabrication, construction, and hookup
  • Coordinate activities of site safety, technical, and quality inspection personnel
  • Determine if corrective actions are needed in order to meet project objectives, and work to have these implemented • Coordinate site interfaces between contractors (and subcontractors) with Production Operations, Drilling, and other ongoing projects as applicable
  • Report progress, performance, initiatives, issues, and challenges to Construction Site Manager or Project Manager as appropriate

Description
Evaluate and comment on discipline engineering work performed both internally and by Contractors and sub-contractors to ensure that work is being executed in accordance with project specifications, company standards, and regulatory requirements. Facilitates effective execution of discipline engineering and design routines that align with the project's goals, objectives, and procedures. Assures accurate and timely communication among the Project Team and other company Functions on discipline engineering activities, progress, and issues. In addition to technical ability, they should demonstrate sound communication, facilitation, and interpersonal skills.
TASKS AND RESPONSIBILITIES
  • Facilitate and coordinate discipline engineering technical work products
  • Coordination and communication of various issues among the company's and contractor's engineering team that affect the discipline engineering design, safety, and regulatory compliance of the work
  • Evaluate / comment work performed by the Contractor and sub-contractors to insure that the work is being executed in accordance with project specifications, company standards, and regulatory requirements. Includes review of discipline design drawings and documents
  • Identify and assess deviations to Contract Technical Specifications and regulatory requirements; ensure that such deviations will be processed according to project procedures; maintains Deviation Control Log.
  • Steward discipline engineering queries from the Contractor and sub-contractors as well as technical information requests

OTHER RELEVANT INFORMATION
  • Provides direct and specific design engineering support in the
    Structural Engineering area to assigned project teams within the Nigerian
    Project Organization. Performs the assigned technical tasks in a format
    agreed upon between the Project Manager (PM) and the Design
    Engineering Services Manager (DESM). Ensures that the tasks can be
    completed within the framework of EMCAPs and within an agreed
    timeframe. Identifies, defines, and performs the assigned tasks, including
    finalizing pre-requisite tasks or information. Updates and reports the
    progress of deliverables to the PM and DESM on a regular basis.
  • Coordinates / oversees design contractor activities in the process
    discipline area for assigned projects.
  • Continually assesses refinements/changes and recommends
    updates for the maintenance of specifications and standards used in the
    Projects Department including the Global Practices (GP), Design
    Management Manual (DMM) and the Design Execution References (DER).
    Responsible for coordinating reviews, endorsement and final approval for
    changes to these specifications and guidelines using Projects' MoC
    procedures.
  • Ensures that all relevant aspects of the quality assurance and
    control (QA/QC) programs and procedures are strictly followed in the
    performance of all work. Ensures the integration of the requirements of
    the Operations Integrity Management System (OIMS) in all work, tasks or
    deliverables.
  • Follows and implements the established project objectives and
    strategies in all work. This includes maintaining MPN production at
    established levels as well as providing safe, economic, and efficient
    proposals to enhance hydrocarbon recovery or to increase associated
    facility integrity.
  • Performs ad hoc medium and long term technical design
    engineering studies aimed at improving project engineering
    effectiveness, including risk, constructability, design and execution assessments
  • Provides continual interface with external departments, especially Loss Prevention, Development Planning, Facilities Engineering, Facilities Operations Technical Engineering and all core JV Operations groups.
  • When assigned the role of Lead Design Engineer (LDE) for a specific design engineering services Work Order, represents MPN, coordinates design activities and interfaces with Project Engineer (PE) to align design work with project objectives.
Job Requirement

  • Bachelors degree in Engineering within discipline or equivalent professional experience
  • Broad and extensive knowledge of discipline design standards, specifications,
    codes, and appropriate safety criteria
  • Exhibits strength in Civil/Structural Engineering or equivalent engineering area
  • Ability to adapt to tight deadlines, heavy workloads, and frequent changes in
    priorities
  • Proficient in Microsoft Office suite of software programs
  • Read, write, and speak fluent English, especially as it applies to technical and business communications
  • 1 year related engineering experience in oil & gas industry design, project
    management
